DBE and Small Business Development Programs

• Is the owner a member of a socially and economically disadvantaged presumptive group (Black Americans, Hispanics, Native Americans, Asian-Pacific and Subcontinent Asian Americans, and women)?
• Is your firm a for-profit business at least 51%-owned by a socially and economically disadvantaged individual(s) who also controls the firm?
• Is the disadvantaged owner a U.S. citizen or lawfully admitted permanent resident of the U.S.?
• Is your firm a small business that meets the Small Business Administration's (SBA's) size standard and does not exceed $30.40 million in gross annual receipts?
• Is your personal net worth (PNW) less than $1.32 million?

Business Development Initiative

The Business Development Initiative (BDI) was designed to support the Department's efforts to boost competition, lower prices, and increase support to meet its contracting needs. Also, the BDI provides more opportunities and support for small businesses to move from subcontracting and sub consulting to prime contracting and consulting roles.

The DBE & Small Business Development Programs assist the Department and S/DBEs with reporting through the Equal Opportunity Compliance Reporting System (EOC System), Equal Opportunity Gateway (EOG), and 90 Day Spending.
